Cyan PPP team has engaged in many domestic and international PPP projects and is capable of providing whole-process legal service including risk classification, government procurement, negotiation strategies, contract drafting and subsequent implementation. We have served all major PPP participants (governments, organizers, companies, financiers and contractors) in a series of projects ranging from public building, infrastructure, energy, transportation and environmental protection. Our managing partner has been appointed by the National Development and Reform Commission("NDRC") as core drafting expert of "Regulation for the Management of Infrastructure and Public Utilities Franchise", making great contribution to the PPP legislation. To help the launching of PPP projects,Cyan team has given highly-acclaimed feature lectures on many occasions in Peking University, NDRC Training Center and Center for Policy Studies of Ministry of Housing and Urban-Rural Development.

Case of Cyan: PPP project (Sino-Laos High-speed Railway)
In 2010, Cyan PPP team provided all-round legal advice for the 7-billion-dollar railway project intended to connect China and Laos through land.
The over 420-kilometre (260 miles) long rail connects Chinese border city of Kunming to Vientiane in Laos. It marks the first export of a whole set of rail service package incorporating technology, financing, operation and technical personnel by the Chinese government. The project creates a pathway to one ofthe fastest growing economies in the region and substantially increases the total length of railway line in Laos.
Our team was fully involved in the project, providing legal service for design of the overall framework, establishment of the project company, the subsequent financing agreement, EPC and operation agreement. As the first exportation of high-speed railway technology, this distinctive project has drawn worldwide attention.
